the us environmental protection agency has proposed significant new use rules (snurs) under the toxic substances control act (tsca) for five potentially harmful chemicals or chemical groups. the substances are: polybrominated diphenyl ethers (pbdes), hexabromocyclododecane (hbcd), both flame retardants; benzidine dyes; a short-chain chlorinated paraffin; and the plasticiser di-n-pentyl phthalate (dnpp). at the same time epa is proposing to require additional testing of health and environmental effects of pbdes. these substances are used in a wide range of consumer products and industrial applications and pose great adverse effects on human health and environments.

epa proposed a significant new use rules (snurs) covering certain uses of the above mentioned substances. the proposal would require companies to notify epa of plans to manufacture, import or process these chemicals, and would provide epa an opportunity to review new uses and take any action needed to protect human health or the environment.

epa will accept comments on the proposal until 60 days after publication in the federal register.
