minister of norway's environment in the end of 2010 proposed limits lead, phenol (pcp), chlorinated paraffin chain (mccp) or the fluorine perfluorooctanoic acid (pfoa), the proposals to prohibit the four substances in consumer products are stricter than current regulations in the eu.

norway intends to prohibit the production, import, export or sale of consumer products that contain lead, pentachlorophenol (pcp), medium-chain chlorinated paraffins (mccps) or perfluorooctanoic acid (pfoa) in consumer products' homogeneous components if they exceed certain limit values.

the restrctions are due to be adopted this spring and come into force on 1 july 2012. according to norways notification to the wto, the regulation does not apply to food products, food packaging, fertiliser, tobacco, medicine, means of transport, permanently mounted equipment for means of transport and tyres and similar accessories for means of transport.
