the consumer product safety commission (cpsc) has announced that they have accepted the revised astm f963-11 standard titled standard consumer safety specifications for toy safety. pursuant to section 106 of the consumer product safety improvement of 2008, astm f963-11 will become a mandatory consumer product safety standard effective june 12, 2012.

requirements for toys manufacturers, importers, consumers and third party test labs are all involved in this revised standard. main changes of f963-11 include requirement for heavy metal of substrate and requirement newly-added for cadmium limit in substrate, etc. in addition, new requirements for bath toy are introduced into this standard to minimize the possibility of potential hurt if the child falls on the rigid projection.

however, because astm f963-11 does not reincorporate section 4.27 (toy chests) of astm f963-07, that provision from astm f963-07 regarding toy chests remains in effect.

the exempt of cpsia and 16 cfr 1500.88 & 16 cfr 1500.91 apply to the astm f963-11 for total lead
substrates material that can not be accessible or be placed in mouth by children, and non-small part metal, glass and ceramics, etc. also exempt for the total lead and soluble element requirement,
for metal toys and metal toy part that is small part must meet extraction cadmium.
